This is esquire style photoshop action from this tutorial (russian) [link]

To have best effect you must more work individual with dodge tool and color balance and whatever you think is the best, in action is base fast effect.

To work this action properly:
1) Be sure you have good detailed photo with big resolution
2) Be sure you Open image in photoshop (don’t copy/paste from internet) because action works with only locked layer “Background”
